National Electrical Instruments and Meters Productivity Promotion Center
The National Electrical Instrumentation Productivity Promotion Center, established in February 1999 with approval from China’s Ministry of Science and Technology, is a state-owned public service institution based in Harbin and supported by the Harbin Electrical Instrumentation Research Institute. The center operates under government guidance and focuses on advancing the electrical instrumentation industry through integrated services including technical consulting, standardization, testing, training, information services, and industry exchange. It has been recognized as a National Demonstration Productivity Promotion Center (2006) and a National Public Service Platform for SMEs (2013). The organization manages multiple industry association secretariats and supports collaboration across industry, academia, and research. Its services include industry reports, professional training programs, technical evaluation, innovation support, international exchange activities, and smart power and metering technology solutions. With dedicated departments and expert networks, the center aims to improve productivity, innovation capacity, and competitiveness within the electrical instrumentation sector while supporting enterprise development and industry modernization.
